CM keeps mum on Games corruption as Opposition raises pitch

Delhi chief minister Sheila Dikshit had assured strict action against those involved in corruption relating to the Commonwealth Games projects and apologised to the Delhiites for the inconvenience being faced by them.

But that was an Independence Day speech. When the matter was raised by an agitated Opposition in the Delhi assembly on the first day of the Monsoon Session, Dikshit chose to keep quiet and asked her close aide Raj Kumar Chauhan to handle the situation instead.

Principal Opposition BJP had been protesting outside the assembly since morning and the scenes inside the House were no different. It was left to the PWD Minister to salvage the situation and he was entrusted with the responsibility of explaining the government's side.

The House was adjourned twice as BJP legislators demanded suspension of Question Hour and a detailed discussion on alleged financial irregularities and delays in completion of Games projects.

During the House proceedings as well as outside the assembly where they held a huge dharna, BJP members attacked Delhi government for inflation and the laxity in  preparedness for the Games.

BJP leader V K Malhotra held Sheila Dikshit solely responsible for "the financial bunglings in Games projects" and "tardy preparation for the event" as she is the chief minister.

Replying to the debate, Chauhan rejected the allegations of corruption and said no irregularities have been pointed out so far in any of the CWG projects being implemented by the Delhi government.
"No corruption has taken place in any of the projects," he maintainedx.

Six opposition MLAs, including the lone BSP legislator, were forcefully evicted from Delhi Assembly on Tuesday for violating the decorum of the House. Speaker Yoganand Shastri first ordered the removal of four BJP MLAs who resorted to beating stainless steel utensils to draw his attention. The BJP MLAs were demanding suspension of Question Hour to discuss allegations of corruption and financial irregularities in Commonwealth Games projects. Disallowing the protest, the Speaker asked Assembly Marshals to remove Ramesh Bidhuri, S C L Gupta, Kulwant Rana and Manoj Shokeen from the House. BSP MLA Mohammed Asif was forcefully removed from the House after he voiciferously tried to raise the issue of increasing number of dengue cases in his Okhla constituency. The Speaker said since he has decided to do away with discussion under Rule 280 to facilitate a debate regarding preparation for the Games, Asif should not insist on raising the issue under the same. He asked the Marshals to remove Asif from the House after he did not heed to Shastri's repeated pleas. BJP seeks debate on price rise but refuses to participate By: Dr.S.C.L. Gupta

The impact of the recent orientation programme for legislators was clearly visible in the Delhi Assembly on Wednesday as despite the continuous protest by the opposition BJP members in the well on the issue of price rise and increase in taxes and fares, Speaker Yoganand Shastri went ahead with the full schedule for the day without expelling them from the House.

As soon as the House assembled for the first day’s proceedings, Dr. Shastri said he was hopeful that the members would have learnt quite a bit from the programme and would raise issues as per rules. With the session having just six sittings, he said it was important to utilise every second effectively for living up to the expectations of the people.

Dr. Shastri also allowed three senior BJP leaders – V.K. Malhotra, Jagdish Mukhi and Harsh Vardhan – to speak on various issues before question hour. The BJP members – who had all come dressed in black to register their protest against the manner in which the common man has been burdened with price rise and higher taxes, tariffs and fares – were up on their feet from the word go.

Prof. Malhotra began by saying that Delhiites were finding it hard to survive and it was a “question of their existence.” He said this situation has arisen because the Government has not being working with compassion. “This is the blackest year and we are wearing black clothes to show what we feel.”

As other BJP members kept raising slogans against the Delhi Government, Prof. Malhotra charged that hike in taxes and increase in bus and metro rail fares and power and water tariffs had made it difficult to survive.

Dr. Vardhan drew a comparison between the prices of various commodities a year ago and now and read out from a list that detailed how the prices had gone up between 50 per cent and 300 per cent in several cases.

Prof. Mukhi said the law and order situation was abominable as there have been 440 murders in the past 10 months and the street crime has risen so much that every other day a trader is robbed or a woman assaulted somewhere. He said people are now compelled to take their associates along while carrying cash.

After this the Speaker welcomed two new members, Praduman Rajput from Dwarka and Asif Mohammad Khan from Okhla, who had got elected during the by-elections.

Thereafter as the Speaker initiated the question hour, the BJP members continued their protest forcing a half-an-hour adjournment.

When the House re-assembled Prof. Mukhi led other members into the well of the House and squatted there. Despite the constant slogan shouting by the BJP members, who also held aloft computer generated protest cards, the Speaker went ahead with special mention under Rule 280 and the non-BJP members participated in it.

After this the presentation of reports and the laying of the papers on the table went ahead as per the schedule.

However, the BJP members refused to participate in the short duration discussion on the “problem of price rise in the Capital” which had been initiated by them and was to feature Dr. Vardhan, Sri Krishan Tyagi and S.C.L. Gupta.

Dr. Shastri then observed that “it will be said that you asked for a discussion but did not participate in it.” He also expressed his dismay at the BJP for not availing itself of the opportunity to discuss the issue on which it had been protesting all day and that too in a short session.

Dr.S.C.L Gupta BAC of Delhi Assembly, failed to list the matter related to Chauhan to discuss it at the floor of the House

The Delhi BJP's desire to see the exit of PWD Minister Raj Kumar Chauhan seems to be limited to muscle flexing in public rather than serious effort to bring the discussion in the Delhi Assembly Budget Session. The BJP leaders failed to bring the matter before the Business Advisory Committee (BAC) meeting on Monday on the eve of the Budget Session starting from Tuesday.
However, they did not miss a chance for photo ops by leading a delegation to President Pratibha Devisingh Patil demanding removal of Chauhan for allegedly trying to protect a leading resort in a tax evasion case.

Strangely, BJP leaders Saheb Singh Chauhan, Manoj Shokeen and Dr SCL Gupta who were members of the BAC of Delhi Assembly, failed to list the matter related to Chauhan to discuss it at the floor of the House. Earlier, the BJP leaders met Lieutenant Governor Tejender Khanna and submitted a memorandum on the same. The BJP leaders were keen to list the short duration discussion on law and order situation in the national Capital. The issue of law and order situation or rising crime rate in the city has been discussed in almost every session whether it is Budget Session, Winter Session or Monsoon Session of the House.

Insiders say that the BJP leaders are divided over the protest against Chauhan as majority of leaders feel that he did nothing wrong. Earlier, Leader of the Opposition Vijay Kumar Malhotra had said that the party would raise several issues, including the Lokayukta's recommendation for the removal of Chauhan.
The BJP had given 23 notices for short-duration discussion but they preferred to list the issue of only law and order sit uation and adulteration in edible items like milk, cheese, sweets. This House had already discussed these issues on several occasion but the situation remained the same.

On the other hand, the ruling Congress party gave 34 notices out of 40 regarding corruption in MCD to corner the Opposition BJP in the House.
To counter the BJP protest regarding Chauhan, the Congress will raise the issue of allegation against Harshvardhan. A Congress leader said that the party has listed MCD for discussion on March 30. "It was a strategy of the party to give notices in such a large number to expose the BJP in the MCD," he said. The Congress members of BAC also succeeded to list the discussion on unauthorised colonies in the name of BSP MLA Surender Kumar, Ram Singh Netaji and Bharat Singh (individual) on March 31.

The Budget Session will begin from Tuesday with an address by Lieutenant Governor Tejender Khanna which would highlight the achievements of the Sheila Dikshit Government in the office and the Government focus on social sectors. The session, which will run till March 31, will have a total of 13 sittings and Chief Minister Sheila Dikshit will present the Budget on March 22.

This is for the first time Dikshit, who is also holding finance portfolio, will present the Budget where she is likely to announce a slew of welfare schemes for the poor and under priviledged section.

Dikshit has already indicated that social sector will be given top priority by her Government in the coming days.

Dikshit had brought the Finance department under her control in the last month's Cabinet reshuffle. Meanwhile, Delhi Cabinet met on Monday to finalise the Government’s strategy to counter the Opposition. “We know how to deal with them. They have nothing new to say, ” she said.

Khabar Lahariya:The weekly newspaper is helping fuel a major social revolution among the backward people in Bundelkhand MP UP

A team of 20 women from a rural background in north India's Uttar Pradesh state have managed in nine years what the administration could not for many decades.

Kavita, Meera, Shanti, Krishna, Sonia and others have changed the way people think and live in several villages of the state.

The managing editor of Khabar Lahariya gathers information from villagers in Chitrakoot. The weekly newspaper is helping fuel a major social revolution among the backward people in parts of Uttar Pradesh.




The efforts of these women have resulted in roads being built and medical officers taking notice of villages in the region.



At other times they raised issues against corruption in ration shops and resisted pressure and threats from the local power lords and criminals. Threatened by village chiefs and councils, they have exposed them on their own turf.



All this has been possible because of Khabar Lahariya (New Waves), a weekly newspaper written, edited, illustrated, produced and marketed by these women — most of them from marginalised Dalit and Muslim communities in Chitrakoot and Banda districts.

Negligence and apathy



Fighting for their rights, the women reporters took up cudgels even with the Superintendent of Police for negligence and apathy in a case. Exposing injustice, they not only wrote about the senior officer but went a step ahead and distributed the newspaper in his own office! Along with all this, the multi-tasking reporters in the 30 to 45 age group have been managing their homes as well. Take for instance 35-year-old Sonia. Quickly completing her household work, she is out in the field gathering information for the story in hand. The reporters have been educating themselves and keeping up with the times. Like many others, Sonia is well-versed with the computer, uses the camera and the dictaphone for efficiency and authenticity.

Kavita, a Dalit, was married at the age of 12. She says, "I wanted to study but could not." After suffering for than 12 years in her marriage, Kavita called it quits. She began living independently, a decision seldom considered by rural women.



"I began educating myself and have done a master's in political science. Initially, to sustain myself, I took up a job with a publication. And then Khabar Lahariya happened," she informed.



The reporters have been threatened by people and even the village heads do not support them. But gone is the tradition when women suffered silently and were expected to remain confined to their homes.



Another senior reporter, Shanti, is from the tribal Kol community. With no access to education as a child, she began studying in her mid-30s. The impact of education was immense. Her newly acquired confidence led her to take up a job with Khabar Lahariya and she not only changed her own life but encouraged other women to study and become independent.



The women working on the newspaper since its launch in 2002 are neo-literates and all have learnt their journalism on the job.



Their steely will and striking skills are unmatched. Despite family pressures and a discriminatory community, they churn out the newspaper week after week.
Network of agents
They walk for kilometres to cover a story, find facts regardless of non-cooperation from men, stay up through power failures, face technical glitches and finally travel 100km to Allahabad to get the newspaper printed.
The eight-page Khabar Lahariya has a print run of 5,500 copies. With an above 50,000 readership, the newspaper priced at Rs2 is distributed in 400 villages. These are sold across Chitrakoot, Banda and Lalitpur by a network of agents, local shopkeepers and the journalists themselves.

Undoubtedly, the mainstay of Khabar Lahariya is the women who live the many issues they write about. Published in Bundeli, the language spoken in nearby villages, they report on cases of violence against women, issues pertaining to the backward classes, bureaucratic corruption and national and international news
